President’s Report.

  • Consolidation. Discussion of recent developments, and discussion of the conferencing software Zoom.
  • Legislation. House Bill 1 will require all union dues deductions be renewed annually. Discussion.
  • Student Concerns. Discussion of shortages in food, hygiene products.


New Business.

  • Travel Scholarships. Discussion of travel scholarships
    • Motion made and seconded that one of the travels scholarships will be dedicated to instructors. Motion passes.

USF-UFF Chapter Meeting


Time & Place. The Chapter Meeting was held at 12 noon on USF Tampa in SOC128.

President’s Report.

  • Consolidation. Discussion of recent developments.
  • UFF Senate Meeting. Discussion.
  • Grievance Chair search. Discussion.


New Business.

  • Chapter Meetings. Discussion of possibility of videoconferencing to help faculty at other campuses to participate.
    • Motion made and seconded that the Chapter shall subscribe to Zoom. Motion passes.
  • Compression / Inversion of salaries. The Chapter will study the issue; the Chapter will purchase a copy of the next OSU survey when it becomes available on April.
  • Chapter Meetings. We will set dates for meetings at USF St. Petersburg and USF Sarasota / Manatee later this semester.
  • Tenure and Promotion Workshops. We will wait until the tenure and promotion situation is clarified.

Reports.

  • Grievances. Discussion of grievances with positive outcomes. There is evidence that Letters of Counsel are being abused.
  • Collective Bargaining. Status of Bargaining Survey.

Minutes 31 January 2020

USF-UFF Chapter Meeting


Time & Place. The Chapter Meeting was held at 12 noon on USF Tampa in SOC128.


Attendance. Eleven UFF members, including eight members of the Council, one staff member, and two guests.

President’s Report.

  • Consolidation. Discussion of handouts being circulated.

  • Membership Campaign. Fellowships are launched.


New Business.

  • At-Risk Training. Discussion of liability and problems with confidentiality.
  • Job Codes. The revision of job codes will affect Appendix A of the Collective Bargaining Agreement..
  • Meeting dates. The February dates are to be unchanged, but subsequent dates are to be pushed back one week.
  • Committee chairs. We need to recruit new Government Relations and Grievance committee chairs.
    • The old on-campus website needs to be corrected and revised. Currently, there are access problems.
    • Motion made and seconded that the Search currently underway for a new Grievance Committee chair shall be completed by February 14. Motion fails.

    Discussion of history of the Grievance Committee.

  • The Legislature. In the current session, there are several problem bills. Discussion of funding problems.
  • Travel Scholarships.
    • Motion made and seconded that the travel scholarship program shall be continued this semester, with the usual terms and conditions. Motion passes.
  • Student finances. There is a new policy that teachers prevent students not in Canvas from being in class. Discussion of financial problems students face, including timely availability of funding.

USF-UFF Chapter Meeting


Time & Place. The Chapter Meeting was held at 12 noon on USF Tampa at the Village Inn in the USF Tampa area.

President’s Report.

  • Consolidation. Discussion of flowcharts being circulated. Discussion of tenure and promotion.

New Business.

  • At-Risk Training. Initialization sequence asked for race, sex, and opinions, which was a violation of federal law, and was fixed.
  • Election Proposal. Nominations will be due on February 28, and ballots due on March 27.
  • Job Codes. A committee is composing new job codes and new titles, and this will require adjusting terms and codes enumerated in Appendix A of the CBA; however, this will not affect the status of any in-unit employee. Discussion.
  • Staff. AFSCME bargaining underway. Discussion.

Minutes 6 December 2019

USF-UFF Chapter Meeting


Time & Place. The Chapter Meeting was held at 12 noon on USF Tampa in EDU261.


Attendance. Six UFF members, including six members of the Council, and one staff.


Minutes. Minutes of the November 22 meeting approved.


President’s Report.

  • Currall’s reception. Occurred on November 21, and we have the photographs taken then.
  • Flags. We have purchased the flags for events.
  • BOT meeting. President Shapiro spoke at the meeting, and congratulated President Currall on his arrival.
  • Consolidation. Discussion of likely developments.
  • Susan Ariew. Recovering.
  • Membership Campaign. The state office will hire UFF members to help with the recruiting campaign in spring. The Executive and Membership committees will meet in January to finalize plans.


New Business.

  • Salary equity across campuses. Discussion.
  • Job codes. The job codes currently listed in Appendix A of the Collective Bargaining Agreement (pp. 86, 87) are legacy language, i.e. at least two decades old. There is a university task force to update them, and this will impact bargaining the next contract.
  • Election Committee. The Chapter elected an Election Committee to conduct the Spring 2020 Chapter Election. It is the intention of the Chapter that it will be conducted in coordination with the recruiting campaign. The members selected by the Chapter are Michael Berson, Chris Davis, Leon Hardy, Barbara Lewis, Vic Peppard, Debra Sinclair, Lisa Starks, and Sandra Stone. [Note: Starks is unable to serve.]
  • Travel Scholarships. The following members were selected (in order) for travel scholarships. The first six shall receive scholarships; the next three are alternates, in that order. Evangeline Linkous, Norma Alcantar, Lisa Starks, Abdelwahab Hechiche, Shun-Yung Kevin Wang, Ambar Basu, Michael Berson, Brook Sadler, and Jamie Sommer.
  • Ideas for helping students regarding food needs, sanitary needs for women. Postponed to the next meeting.
  • Meetings in Spring. The Chapter will meet on January 17, and every other week for the rest of the semester, including May 8. The first meeting will be at Village Inn, 11302 N 30th St, Tampa, FL 33612.

  • Collective Bargaining. There will be a bargaining survey early next semester.
  • Grievances. Discussion of outstanding grievances.

Minutes 27 September 2019

USF-UFF Chapter Meeting


Time & Place. The Chapter Meeting was held at 12 noon on USF Tampa in EDU 261.


Attendance. Sixteen UFF members, including twelve members of the Council, and one staff member.


Minutes. Minutes of the September 13 meeting approved.


President’s Report.

  • The New Contract. Got 1.5 % base raise plus 0.5 % ADI; Administration also gets authority to use as ADI leftover from the previous contract (altogether about $ 2 million). Bargaining on next contract starts in January.
  • Consolidation. The Chapter believes that in consolidating the University, faculty should have input on the administrative structure and personnel. In addition, salary equity across campuses is a serious issue that must be addressed.
  • Steve Permuth received a Lifetime Achievement Award from his alma mater, the University of Minnesota.


Old Business.

  • Union events. The tailgate party was on August 30, and approximately 30 people attended.

New Business.

  • Travel. Now that travel expenses are no longer deductible, there is an argument in favor of the Administration increasing funds available for travel.
  • Benefits Fairs. UFF will attend the USFSP benefits fair on OCt. 21. All campuses have benefits fairs, and UFF will seek to attend all of them.
